The site plan is a document that contains vital information about the municipality or population area. It is the primary type of urban planning documentation for the area, and is intended to justify, develop and implement the long-term policy of local government concerning usage and development of the territory. A site plan is the main planning document that establishes – with due regard for the interests of the citizenry, the tasks of governance, and the boundaries of the area of settlement – the functional purpose and the construction zoning of the region. Site planning includes basic decisions on placement of objects of the city or population area, spatial values, the organization of street and road traffic networks, engineering preparation, engineering equipment and improvements, protection of the territory from natural and man-made dangers, protection of natural, historical and cultural heritage, and the priorities of territory development.

The importance of the public availability of site plans for the residents is hard to overestimate because it is awareness of citizens of their own environment that is the first step in their active participation in solving its problems. Open access to the full version of site plans, formed on a legislative basis, can also help future investors to understand business opportunities of the city, and help visitors and new residents understand the level of value and convenience of living in the area.

Drawing up the final site plan of the municipal region occurs in several stages, as follows:

  • collection of existing data output and the formation of development tasks;
  • development of the existing regional or municipal supporting plan, the historical architectural and urban building plans, layouts of planning restrictions, explanatory notes and characteristics of the current state of development, and governing concepts of the new site plan within the scope of currently planned development;
  • developing the main drawing of the site plan, an explanatory memorandum of substantiation and overview of potential offers;
  • presentation of the main provisions of the site plan for publishing, public discussion, consideration and approval.

A general deadline for implementation of the site plan is included in the technical task.
